The AI is not there yet. It's obvious to the audience that this thing is being operated through telepresence - because AI in general is still in its infancy.

Artificial Intelligence and robotics are two separate things.

Asimo cannot go on a killing spree because he has no will and makes no choices.

If, the techs who control him :) wirelessly wanted to use him to go on a killing spree, then

a) it would look very funny, the robot walking on the street with 600 pounds of computers and 4 techs following close.

b) it would have to be a mock battle as well, since Asimo is extremely weak. His grasp power is only a pound of pressure.
