Well, except for some bad mistakes happened in the 1st episodes (think that mistakes in G1 are very usual..) where we could see some autobots flying, I'd say no, only decepticons could do that both in vehicle and in robot form, the autobot can only in vehicle form when this latter is a jet, ufo, aeroplane, etc.; only decept can fly regardless of the type.

ehmmm, sorry for this, but I gues that Cliffjumper is an autobot as any other else, bulit up from the same chassis of bumblebee. There's no exception in it. To fly to an extent is like to jump off on an average distance, not really to fly.
