Well once you Imperial ace or Master Pilot you have to go find a shipwright and buy it then take the deed to a chassis broker, they can be found in Space ports and have him turn it on to a chassis or ship then your ready to fill it with parts and then go to space, if your own blood fine look me up. Names marcusviii or Ashran

One aspect of TOR allready killed any hope i had for it and that was the fact that its directly tied and owned by Electronic Art's. That pretty much guarantee's it to be all hyped and no bite aswell as rushed into releaseing way befor it should be.

u have to be a ace pilot in the empire faction to get the VT-49 Decimator

Yes but only as a means of decorations, I mean you cant set in it and have it swivel around. But you can turn it so that it is point out the window or for that matter in any direction but in this case to turn it around 180 degrees you would do it with the command /rotate yaw -180

in space i dont think it matters at all on the ground, well its up to you really.

Well depends on many things really. The main thing is what are you set up for in your Experienced Tree (thats the U key) if your set up for both well, your hurting yourself in other places, but anyway then it all depends on how good your weapon is. Most Bounty Hunters if they can get one use the Guardian Lighting Cannon or GLC.
