A good transport network helps, use buses earlier in the game since they are cheap, then build underground railways once money starts rolling in and commute times get longer. Maks sure all your civics (i.e. power, water, schools, health centres) can take the load. Build outward before upward, start small, make sure commute times are short, plenty of services, utilities and parks, expand into neigbouring regions if needed. and make sure demand is high too. Hope this helps :) .

Commercial shouldn't be close to industrial and should be close by to residential. As your city looks like it only contains streets, you should make some into higher capacity roads. The reason your skyscrapers are abandoning is probably due to commute time.
Advice:U should try to attract high-tech industry by educating ur sims and lowering taxes.Lowering taxes for residents helps demand increase.Same with commercial so try lowering taxes.Make sure u have a water supply too. U will need a lot of sims in order to get commercial skyscrapers to devolop.Landmarks help out with this but be sure to stay within ur budget.But don't be afraid to take a little risk.Also the more jobs ur city has,the more people will move in.Hopeithelps!
Flaw#1:U need more Industrial Areas in the right and left edges of the city.I don't put them in the up or down for visual purposes.
Flaw2: U need more commercial areas in the center so 1 they'll devolop and 2 give more citizens jobs.
Flaw 3:Ur city's commercial and residential demand is low, so don't expect many people to meove in with that.A good way to fix it is to provide welfare(schools, hospitals, fire stations, police.Parks are really good too.
I play this game with mods.
You need water, high density zones, high demand, 4X4 zones, high desirability, parks, etc.

To make skyscrapers you need:
-high demand
-over 25k population I think
-good commute and commute time
-jobs
-4x4 spots.

put industry all round the edges. then do a layer of residential. then place your block of commercial right in the center.
that is a much better layout. it will reduce your average commute time too.

ofcourse try put analogusly comercial,industrial and green tables
change all streets to roads and one ways.
later when you will have big city build airport and seaport if you will have sea.

try this, add a money tree or any type of money maker, then add a buch of landmarks and parks, fund all school, police ect and maybe that will help.
