Looks like a highway snow-blower, obviously capable of roto-tilling. (Or it's removing lots of accumulated sand.)
Some highways in the US regularly experience snowfall rates and amounts that plows can't cope with. Like I-90 in NY around Rochester, and likely the mountain passes in WA, OR, CA, etc.
Some such snow-blowers can cut their way through ice, not to mention huge drifts.
It's actually a side road to the garage. The trucks were being dispersed out to different areas and while doing so were just cleaning the access road.
