About Falco, he's a real legend in Austria. 'Der Komissar' was somehow Falco's interpretation of hip hop and rap he witnessed in New York at that time. So the record can be seen as one of the first popular rap records in the German language. Other than that, real German rappers started using their mother language years later around 90.

@burtiscurtis09 But I've seen some 1978 and 1979 songs on the other end of the spectra. The last two years of a decade and the first two years of the next are always some "transition zones" between the two.
