I find it to be the lack of flexibility. Allies are able to quickly cover a variety of fields with a limited number of units. Japan much more so, seeing as its unparalleled in flexibility.
The Rus (Soviets) are too stern in their unit control. They have to take the offensive, and crush the enemy given the situation. Granted, bullfrogs, tanks, bears, copters, they're not utterly inflexible.
However, they rely too much on strength, unlike their two counterparts. That makes them lacking somewhat.
