yeah, it shows 2 graphs showing like, prospects submitted and prospects accepted, and Aperture's submitted are off the charts and Black Mesa's are like nothing, but their accepted is exactly the same size, and then Aperture has like, 2 accepted.

What I think is that they were running out of money from the lack of buyers, so they built GlaDOS (or re-built her systems) so she could run experiments and invent things all on her own like free superpowered labor
