Just before Bowie sings the second verse, you'll hear him go all phlegmy, like Peter Brady's voice in the Brady Bunch episode "Dough Re Mi" and one of its songs "Time to Change." Listen at the 2:03 mark so you know where I make my point.

The chords are in a circular kind of pattern...like Frank Black would use later, sometimes(Alec Eiffel) for instance. It drove me crazy when I first tried to learn it. I am sure there is a technical name for it.

@dhpmathmusicYou hit the nail on the head...I remember when this was released in 1980: all the talk on the radio was about the song with "the perfect ending"....I always thought so. Likewise, the backing synth throughout the choruses was a breakthrough at that time and made the song stand out....most bands back then used the synth as a gimmick, but this was a rare example of it being used musically and artistically...timeless as if it were written yesterday.
