I wouldn't make the Carlos Tevez deal permanent for the reported 30m. The biggest reason for this isn't the fact Tevez has only scored 3 goals in 20 appearances this season which is simply not good enough.All three players Berbatov, Tevez and Rooney are very similar in how they play but Berbatov is better. I would offload Tevez and sign a striker who offers a threat in behind because that is what we miss when we are trying to stretch teams.
