It was Pulp Fiction. Tarantino was so impressed when he saw it, he insisted it was played alongside his film. The voices are by Frank Gorshin (the Riddler from Batman).

This is actually created by Dave Stoten who worked for Uk Mad Magazine, and worked on a lot of caracatures on Spitting Image.

It's so good this short it was nominated for an Oscar!
