@levanter1M The Victor was originally built as a bomber, but they were later converted to tankers. This one in the video is in the tanker configuration.
I went to school with a guy who became a Victor pilot in the eighties and his name was Gary Chadwick...for all I know it could be Gary flying that Victor.
