Was this a Japanese exclusive I don't remember seeing an English language version I think the dreamcast died before it's uk release.

Yeah, this did come out in English. In North America for the PS2, "Space Channel 5: Special Edition" Which had both Space Channel 5 and it's sequel in one package.
