It is in Thailand. Karen refugee camps are setup along the border between Thailand and Myanmar.
The Karen people suffered a lot injustice and persecution under the present Myanmar military government. In our part of the world, we call it "no human right." Many karen people cross over to Thailand to seek refugee in the refugee camps. Equally many remained as internally displaced people in Myanmar along the Thai/Burmese border.
Your treking guide must be a Thai karen, already has a Thai citizenship. He probably cross over from Burma long time ago.
Most minority ethnic groups (like Karen, Akha, Mhong, Lahu, Shan) in Thailand are found in northern Thailand, including Chiangmai.
Umphium Refugee Camp is approximately 5 hours drive from Chiangmai to Tak Province. While Mae La Refugee Camp is about 3 hours drive from Chiangmai to Mae Sot. These are the nearest camps from Chiangmai.
Thank you for your suggest in taking video of the dance. This was the first time I saw the traditional karen dance. It will probably be my one off opportunity to see it. I just passed by the refugee camp school and heard the drum beat. My friend told me the students were practising the dance so we went to see. You are right, I should have take some close shot of the dancer. I will do it next time if opportunity arise again.
Keep it up my karen people
