I don't think its easy to say that europe will never catch up with america, it already has when considered collectively, its has a bigger GDP, larger/equal military, larger population, more major cities, greater communications, a space agency, major financial centres, more financial stock exchanges and so on. Americans are of european descent, adopt european culture and political institutions, speak a european language, adopt european legal systems, use european style education system etc

A pretty meager crowd for any debate with Niall Ferguson involved. Nevetheless, UC Berkeley should be commended for continuing to bring minds together and thinking about the future political and economic landscape.

Only if the "policy" toward these countries was to cultivate them for their own future self sufficiency, as oppossed to a "free Trade" type of policy that only serves to rape the lands for their resources and keep these countries dependent on the "Free Trade". Infrastructure (albeit balanced so as to not bury the country in debt.) should be the the tool to help build these countries up. sadly this flies in the face of today's controls of our world economy.

As an Empire despite having a much larger population could only field 130,000 men, their military power was reduced because they then went from citizens soldiers to proffessional soldiers and then mercenary troops this combined with run away inflation destroyed Rome.

I see this all as ignoring the basis and creation of empire, which of course is trade(outside the scope of traditional government). Possibly unavoidable, which can then infect/influence a culture. I think at some point the Chinese recognized this. After the devastation of foreign trade hits and creates dependence, a restructuring takes place. One questions ones national responsibility to rebuild devastated nations, or leave them be.
