I'd agree that this isn't necessarily Rossini at his best, but I am still glad the piece is in the opera, if only to give a glimpse of Otello happily in love with Desdemona. (Although I'd have preferred a love duet for the two sometime in the opera.) If it were cut, and no other appearance for him inserted in the first act, he would just show up in the finale, already suspicious and jealous.
