The tug boats spray water when a large ship comes into shallow water cus water under the ship gets squeezed between the hull and the sea floor. The tugs have to relieve this pressure or the pressurized water can actually rip holes through the hull.

@vdubrida70 Its just for show. The water is easy displaced and no pressure is built up. There is nothing containing the water in order for pressure to build up.
