HAARP produces a small, faint, green glowing circle in the ionosphere, barely visible to the naked eye at night.

And HAARP is in Alaska.

Just playing devil's advocate here: If it was a rocket rotating out of control and then it flipped over and started moving in the opposite direction, that could explain the visual effect of the spiral suddenly rotating in the opposite direction.
