That really is Blair. I remember later that day he said in the House of Commons "I was the victim of a prank caller live on the radio earlier today" and when asked something by the real William Hague in the Commons later that day he said, several times "my goodness, I was getting better questions than this from the prank caller". The prankster was interviewed on the TV news that night.
