Its brain no longer functions therefore it is dead. The fish's muscle can still be activated however. i dont think it is alive. When a cow is slaughtered, the body moves after it has been killed, and this ( I think) is probably what is happening to the fish. I doubt there is a way to keep the fish alive while deep frying it.
