Kashmir and Baluchistan are diffrent. As In Kashmir, only a few people of one segment of society is asking freedom on the basis of religion others are against it, While in baluchistan, muslims are against muslim asking separation on the basis of their legitimate rights of democracy, economic upliftment. So, there can't be comparison between the two. India a secular countary can't allow religious extremism.
