not fully agree with you. villagers are "spared" by god and therefore "saved" by these heroes. the way to assemble villagers to a safe place is not most effective. Should not be copied. A period of 2 h is given by God's ACT, while god may only offer 1h. Voice out the danger to villagers asap is fully all right and should be done. What the think-tank could do is multi-laterally sending out young people, men and women, to help/calm the seniors out, and trying to rescue materials as much ap.
