he is doing 15k non crits on the scarecrow which has virtually no pdef. that equates to 7.5k patk, and thats WITH anger of the wild. From the stat thread, some evokers have 7.5k patk without anger of the wild on just one hand. So either you are wrong and the transformations do stop counting the offhand, or this guy has relatively low patk [which is a fair possibility]
well from this video it seems i was right the transformation skills suck since the offhand stops hitting. well that makes thing a whole lot easier when choosing how to spend my tp

@konstantinkaulitz it adds the damage of both the main-hand and off-hand attacks, nothing is lost.
