Actually no, if weather is crappy they use whats called an LDA approach, which is a localizer directional Aid. They have two different ones for 19. The Rosslyn one is preffered since it will have the pilots flying visually sooner. But if they have to, there is the straight LDA as well, which has a glideslope. It roughly parallels the river, and then the pilots will break out somewhere near the bridges and take it in visually. IF the vis really gets bad, the only one available is ILS to 1.
The airspace north of the river, which a straight in approach would come in over, is prohibited airspace. This is why south approaches are done over the river with the late turn, to avoid the airspace.

Monument, L.Memorial, Jefferson Memorial and Marina Del Ray.I used to sit in that park at the end of the RWY and watch planes w/my boy.Right down the Potomac & over Rt.50. TX Heli Pilot
You can still watch planes and park at Gravely Point right at the end of the runway. There's even a public boat launch there! Probably the best plane watching spot at any major airport in North America IMO.
