If the responsibility for feeding children falls on society at large, the government could help by setting a limit beforehand. if you limited family size to three children, accounting for infant mortality, allowing a fourth, you will still have a very robust population growth. All said, Quechua peoples do not need anyone to lead them into a genetic bottleneck or extinction by genocide. They are wonderful.
