yes, the cities that use the water from lakes do have to pay for the water. The infrastructure of getting water from a lake to your sink is quite extensive and requires money to build, operate and maintain the system. Not sure what the problem is here or if your assuming some kind of conspiracy, but its painfully simple to understand

We arrived the afternoon of the 8th and stayed at Holiday Park until Tuesday the 11th.
I was told the lake was down 18 feet at the time.
The latest Google Earth image date is 6-12-2011 which shows the lake at normal level so I was expecting to see a full lake but was sadly disappointed.
Today 12-10-11 weather.gov shows the level at 682.33, still down by 11.67 feet after the rains.
Hope it fills up soon, sad to see it like this.
There was a fire ban then too so no campfires were allowed. :(

went there yesterday, boy was it sad, i was at the holiday park camp grounds. toke me and my buddy 10 minutes to walk to the water line.
