OK, I think we don't need it.
Click the clip which you want to speed up and
incase A : Effect -> speed -> set xxx%
incase B : Right Click -> Clip speepd -> set xxx%
incase C : Ctrl+drag right(speed down), left(speed up) // or right click the clip and insert velocity and you can see green line on the clip. just drag it up, down for slow down, up
