@BaradaNels After carefully reading Title 13, I have not reach the same conclusion as you did. This is expected because everyone interpretation is always different. Only thing that caught my eyes the most is §25, §101(b), §141, §221, §222, §223, §225(c), and §241. There is nowhere in there that limited the Census on Chapter 9 except in Chapter 9. Furthermore, Chapter 9 is about foreign trade and not on individual household. I'll leave things as it is as we may not reach the same conclusion.
#1. Subchapter III of Chapter 7 requires any questions which anyone is required to answer to be sent to them via certified mail (which it is not).
#2. Title 13, Chapter 9, § 307 Relationship to general census law combined with the § 141 census wording comparisons, Section 307 restricts the authority of the Census to ask Questions.
#3. Finally, the power to create regulations is limited to Chapter 9 by Section 302.
#1. They have to send the questions via Certified mail (which they don't),
#2. Observing Title 13, Chapter 9, § 307 one must take into account § 141 and in doing so § 307 ABSOLUTELY restricts the authority of the Census to ask questions.
#3. If you read § 302 . . . it becomes very apparent that the power to create regulations is limited to Chapter 9 ONLY.
If you have "carefully read Title 13" and you understand "Positive Law" then all this should be apparent to you!
The only interpretations you could make is § 141. Remember the word sampling in that section.
Now go to § 195 . . . the use of the statistical method known as "sampling" [shall not be used] for the determination of population for purposes of apportionment of Representatives in Congress among the several States.
I.E. that comparison = the QUOTE: "§ 141 census wording comparisons" I spoke of in my first reply to you.
With that there are no interpretations to be made. POSITIVE LAW!

You have never mentioned that you understand "Positive Law". And even if you do not . . . you do! It is very simple. The basic rule of any positive law code is that if something is in it, it exists. Likewise, if something is NOT in it – it does NOT exist.

FYI the new wording of § 195 is: "Except for the determination of population . . ." I.E. enumeration. Therefore, the meaning has not changed.

That section due indeed nullify all penalties if the sender do not have the receipt from certified or registered mail proving that they did indeed send the mail to you to retrieve information. @2242bzo That is EXACTLY what I did. When the census worker showed up at my door and began asking questions I told him I will not answer anything except how many people reside in my home, that's it. I reminded him that by Constitutional law, the census was designed to do nothing more than "count the people". I am sure he did a GPS of my property before I confronted him, too. I live in a remote, rain forest area, off the grid, on the coast of Maui and he still showed up. Govt. out of control.

Surfing N.Shore like where I live at Hoo'kipa, the sharks cruise all the time. In Kihei, every few weeks a tourist goes "missing" after being last seen in the water. Lahaina too. We have some of the most lush rainforest on earth and much of it is still unexplored. We also have thousands of acres of sugarcane and pineapple fields. Lots of places to go "missing".

Not only do I get paid more for working in Manhattan, but most people are really nice. Maybe it's a mentality that I'm in the hallway of your apartment building as opposed to being on your lawn. What you have just listed is when the enumerator is unwilling to perform their duties as a worker and/or providing false information. The one I listed is based on the third party are refusing to provide information and/or providing false information to the enumerator. I'm not saying you are ignorant but saying people they are ignorant when they know what they are saying makes you ignorant from the start.

I'm just indicating that there is a section that show the Census have the rights to fined individual for refusing to do the census and/or provide false info. You are right in most part. That being said, I also understand that the Census don't have constitutional rights to fine people but not all court system fully enforce the constitution and the Census gets away with it.

@BaradaNels After carefully reading Title 13, I have not reach the same conclusion as you did. This is expected because everyone interpretation is always different. Only thing that caught my eyes the most is §25, §101(b), §141, §221, §222, §223, §225(c), and §241. There is nowhere in there that limited the Census on Chapter 9 except in Chapter 9. Furthermore, Chapter 9 is about foreign trade and not on individual household. I'll leave things as it is as we may not reach the same conclusion.

How can you interpret this differently?
#1. Subchapter III of Chapter 7 requires any questions which anyone is required to answer to be sent to them via certified mail (which it is not).
#2. Title 13, Chapter 9, § 307 Relationship to general census law combined with the § 141 census wording comparisons, Section 307 restricts the authority of the Census to ask Questions.
#3. Finally, the power to create regulations is limited to Chapter 9 by Section 302.

#1. They have to send the questions via Certified mail (which they don't),
#2. Observing Title 13, Chapter 9, § 307 one must take into account § 141 and in doing so § 307 ABSOLUTELY restricts the authority of the Census to ask questions.
#3. If you read § 302 . . . it becomes very apparent that the power to create regulations is limited to Chapter 9 ONLY.
If you have "carefully read Title 13" and you understand "Positive Law" then all this should be apparent to you!

The only interpretations you could make is § 141. Remember the word sampling in that section.
Now go to § 195 . . . the use of the statistical method known as "sampling" [shall not be used] for the determination of population for purposes of apportionment of Representatives in Congress among the several States.
I.E. that comparison = the QUOTE: "§ 141 census wording comparisons" I spoke of in my first reply to you.
With that there are no interpretations to be made. POSITIVE LAW!

For example, § 307 don't take account § 141. § 195 don't have [shall not be used]. And § 4 gives the Secretary to regulate the entire title. Sorry for starting this discussion again.

ANSWER:
Because Chapter 5 covers the Census, and whoever wrote this Section made it look like the personal questioning authorization of Chapter 9 extended across basically all of Title 13, but mainly through to Chapter 5, to anyone too lazy to look up each Chapter for each Section.
And yes . . . there is more.
FYI the new wording of § 195 is: "Except for the determination of population . . ." I.E. enumeration. Therefore, the meaning has not changed.

I received my census questionnaire.I answered the first question only! Below that with a RED marker I wrote" the answers to the remaining questions are private & personal information protected under the 5th Amendment". Then I mailed it......

My census form had only about 4 or 5 questions that were relevent. I answered those and sent it in. So simple - glad I didn't get the other form.

Where in the law does it require Americans to give the number of people in the household to the census worker? It must specifically be written in law for it to be required so where is the requirement that I have to provide the number of people in the home to the census?

nobody in the history of census has been cahrged with fines or fees from not answering all the questions. they tried ion 2000 for 5 ppl, but the sup. court judge said that the questions were in violation of the 4th amendment. KNOWLEDGE IS POWER!!

@2242bzo That is EXACTLY what I did. When the census worker showed up at my door and began asking questions I told him I will not answer anything except how many people reside in my home, that's it. I reminded him that by Constitutional law, the census was designed to do nothing more than "count the people". I am sure he did a GPS of my property before I confronted him, too. I live in a remote, rain forest area, off the grid, on the coast of Maui and he still showed up. Govt. out of control.

@2242bzo If a census worker came up "missing" over here, they would NEVER be found. Surfers come up missing all the time over here. Surfing N.Shore like where I live at Hoo'kipa, the sharks cruise all the time. In Kihei, every few weeks a tourist goes "missing" after being last seen in the water. Lahaina too. We have some of the most lush rainforest on earth and much of it is still unexplored. We also have thousands of acres of sugarcane and pineapple fields. Lots of places to go "missing".
