You do not measure by the outside dimensions, measure from the inside playing surface, rail to rail. 9 footers are general considered pro-tables, 8 footers are in betweens, 7 footers are generally called bar-boxes. There is no real standard.
The Texas Express Rules are probably the most fair set of rules I have played in for a tournament. It takes away all advantages and puts all the players on a level plain. I have had to give the 7 ball, break and win 5 games to 3 in this style of play. Again, please make a comment if you are going to rate it or ask a question if you do not understand!

im getting a pool table for my birthday and it is 7 feet long and 46.5 wide is it too small or standard
