if you're trying around new spots and don't mind a bit of a drive, the area around Laguna Niguel Lake has some low-grade wide concrete sidewalks and paths that you can get miles of cruising off of... or Salt Creek Trail, the upper part has lots of tarmac/concrete, even a few tunnels. and on the lower part past Del Avion you can straight out cruise for 5 minutes with a nice speed.
