Because Will in the film has been alone for so long he uses the mannequins in replacement of people to stay sane, because humans are such social creatures.

And because of that there is no-one else who can move the mannequins so as you ca imagine it would scare him because that would mean the infected are smart enough to have moved Frank or else he has gone quite insane.

i think he was in infection, and made the zombies white (which was fred) and made the humans black (which is will smith, or that guy i dunno). you can change the color by going to the player settings and making the force color for them a color. including light green, white, and black.
