When I "abuse" sandpaper, I tape duct tape to the backside to make it stronger. I don't own a scroll saw but I think it would work fine. Trying to decide between a low end new or used saw and the Dewalt (haggling on a used one, but they don't depreciate enough).
Spray some adhesive on the back before cutting then when folded it sticks to itself on contact - makes the paper last much longer. I've been doing this little trick since the 60's on my dad's old Craftsman "jigsaw" (scrollsaw but my dad called it a jigsaw forever). One thing is on older saws that having coping type blades with pins in them this will not work, only on the clamping type saws.

abranet sanding mesh might work well with this trick, would last longer and allow more tension.
