I think Herbal essences was chosen because there is direct evidence of cruel tests for this shampoo. And using one very well-known brand is a great way of introducing the issue to the public (whmost of whom probably don't know who P&G is but do know of Herbal Essences).
Just boycotting one brand isn't enough. Boycott their parent company - i.e. ALL brands that Procter & Gamble make, not limited to Herbal Essences. P&Gs track record for animal cruelty is awful, but Herbal Essences is just the tip of the iceberg in a huge corporation that has little or no regard for the lives of animals, whatever brand they produce.
