How to Use Google Documents : File Menu Options in Google Documents

When using File -> Save as new copy, I cannot get Google Docs to preserve the document settings. For example, I create a new document as a sample letterhead with margins of .5 on top, .5 on bottom, .5. left and .5 right. Next I click "Save as new copy." The document appears with the default document settings of 1.00 margins for top, bottom, left and right. Could you please show how to preserve the document formatting, or alternatively how to take a document, and make it a template?
