Im a foster youth from minnesota and i dont know how your adoption incentive program goes, but i personally have problems with the minnesota version. I feel that if your taking in a child out of love you should'nt be paid for it. I believe having a fiscal incentive might attract the wrong kind of people to adopt and cause further emotional damage to the child. I thankfully avoided being adopted, but my little sisters did'nt. I often wonder if theyre only there because of the money they provide
