Football hits are 4 times harder and generate the same force as a 2,000 pound car hitting you at 30 mph. But that tremendous amount of force is distributed when it hits the other persons pads so honestly its probably close to a toss up. Rugby is definitely not tougher when it comes to hits but it is much harder cardio wise because you pretty much never stop moving.
