Yes, that is true. It won't be this year, but shoot for 2010. I'm not sure if it's a joint venture with Navistar (International) though (I hope so). BTW: The '09 F-150 is a sweet truck. Good enough for most hauling needs. Having said that, I still prefer Ford's F-250/F-350 (or Super Duty) cos they're more rugged. For a truck, I prefer solid front axles over IFS cos they're easier to modify if you want higher ground clearance. And you can still get (free wheeling) manual locking hubs on 4WD.
