This is the opening session of the OIC summit in Tehran, Iran in 1997. The qari is Karim Mansouri from Iran.

Mashaallah a great voice. Karim Mansouri is iranian and this muslim union is most likely held in Iran. If you notice they make "salawat" (allahuma sali ala muhammad wa ali muhammad)after the end of the recitation. This is a typical shiite (Iranian) tradition.
