Blender uses Python scripting... I don't know much about coding at all, but I heard that Python is pretty easy : ). But just try and use the reply button because I didn't know you were talking to me until I answered blackmoderte : ).
There is are two city generators for blender. But not individual building generators. If you already have a building mesh you can just use the build effect in the edit menu to do this same type of building appearing piece by piece over time.
Thanks, but I'm not looking for a build effect. I was looking for an actual generator, but it's not important ATM, because I'm not working on any cityscape right now.
