Rather amusingly in an old Imperial Guard codex, there was a technicality meaning that the Commisar would shoot himself in order to force the men back into the fight :P

At the risk of reading too much into it, the line "You are the dukes of your destinies!" interested me. I notice rather than using the term "Kings" which most people know as the highest in the hierarchy. I wonder if the term "Duke" was used to subtly imply that the guardsmen can command their destinies...but the true authority over their own future is in the hands of someone else, such as the Emperor or more accurately (in my opinion), the Imperium of Man's current leaders...

I like to think of it that way. Yes the Imperial Guard serve a very rigid hierarchy, being a military force, but like any human throughout history they have the ability to take hold of their destiny if they dare. But at the end of the day, the person who truly drives their ultimate destiny is the God-Emperor, because he is the one who according to Commissar Bernn here bestows them their victory.

@Gyrannon You could argue that The Commissars are there to mainly stop the men from deserting, not tactically retreating when told to. In Dawn of War II the maps and battles are quite small and the units are tactically retreating to a reinforce point only to get back into the fight again.

Yeah, also executing high ranking members of your officer corps is a good way to fuck with your command structure and leadership. Something you do NOT want to do in the middle of a war. Much less in the middle of a tyranid invasion or an ork WAAAGH!!! Commissars are portrayed as hard-nosed emotionless individuals, and they may just be. But they are also not idiots, a true commissar knows where to draw the line.

Commissar's aren't chosen for their shooting skill, because that can be trained. They're chosen for their burning faith and fury. Unlike most officers, they lead from the front, slicing and shooting the enemies of the Imperium right alongside the Guardsmen. They're meant to be both looked up to, and feared. They're the mouthpieces of the Emperor.
