Bebo has an age limit of 13 but there are many kids on there. Instead of banning them, they made the site safer by giving control to kids, by making it so that no adult can post comments unless the kid adds them to their friends list. Youtube could do something like that. Seems a good compromise.
It seems like YT are changing the age rule and banning the kids. The TOS on the UK site just says you "must be the legal age to form a binding contract" with YT. Even if they are making it all adult, they should at least let the kids know in advance, not just ban them without a word. YT should come clean about it's plans.

Google does have a history of not giving a reason for suspending accounts, (this including google ads, blogger, etc, etc) and that really should change. You can't defend yourself or remedy the problem if you don't know what's wrong.
