You can make slaves follow you by the following steps

1.) Enslave a raider (collar and all)

2.) After you tell them to get going to paradise falls talk to them again. They will ask you to release them if you science is high enough you can take off the collar if not their head goes pop.

3.) Once the collar is off they will follow you. Mind though that if you take them to places like Megaton they will become hostile toward neutral NPCs and likely be killed.
