Now let me get this straight. Two planes fly into the twin towers and there were no helicopters or "rescue modes" in function other than firefighters. When a crudely made helium balloon was airborne, and moved in such a way that only idiots could think was carrying a child, hundreds of thousands of dollars are spent on a rescue mission. What am i missing here. How can this be? And now I'm wondering why no one attempted to get people out of the towers via air rescue. We're fucking doomed.

The money you are referring to is an isolated allocation of the funds. How much money was spent rescuing people in the buildings?
