My guess is that Octopi have neural cells in the extremities capable of independent action, even after we define it as dead. Thus, while the overall organism is no longer capable of its normal existence, parts of the organism continue to function on their own. Thus this animal is not fully dead.

Thus the animal clearly still feels or else it could not react to the soy sauce. Octopi are different than humans, they have brain matter everywhere.
