Imperials hate elves and elves hate them. They were just in a war were the dominion (the elves) captured cycldel (idk how to spell it). Then the empire captured it back. Both sides realized they didn't have the resources to continue fighting so they made a treaty. And in the treaty the elves made them banish the worship of talos.

@romanrogozin1 well its cyrodil no offense and the treaty was called white cold contuctrum or somthing like that, and the aldmeri dominion are only high elves or the thalmor hail from what used to be the province of summerset isle now the aldmeri dominion and they signed the treaty during the seige at the imperial city during the great war were the emperor agreed to stop the worship of talos since talos was a nord and hailed from skyrim the revolt started. also the elves had many resourses too.

Torygg barely won and was close to dying himself. Torygg and Ulfric are both strong Nords in my opinion. They're both in Sovngarde, so they've proven themselves.
