I can see how it's creepy to some (at times I see it and I feel a little weird, I will admit)...the blink itself isn't what is scary, I think. The fact that the music (which was signaling the end of the movie), paused for that one second so that he could wink at you, and then the music starting up again into a minor note (which gives the feeling of creepiness or haunting), with that awkward face that just kept STARING, is what made it scary.
