You'll need a kit like MinPSPW for windows -- I'm an XCode user (I compiled the toolchain for OSX myself) and there are no Visual Studio projects rigged for MinPSPW in the source but I believe there are ways to execute the MinPSPW compiler instead of MSVC's if you search around. Most likely a good text editor is all that you will need.
Thanks -- hoping to take a look at updating the DC code again soon, there's just minor patches needed to get it working but there's still a lot of optimizations left to do there.
