It's because Nagisa had to study several courses because she wanted to become the next Etoile, and I think french was one of them

Uhm. Not quiet right. French is regular teaching class in St. Miatre and Nagisa had much problems with it, so Shizuma helped her learning.

The book says french in english because there are no japanese french learning books. That's why it's english. St. Miatre (and the other two schools) are private girl schools, so they teach there things that anywhere else wouldn't be teached.
