So say for example, you convince a promiscuous person to settle down into a monogamous relationship...if their HIV positive, their partner could possible be infected with HIV. So even people that do not screw around may be at risk. It takes ten years for symptoms of AIDS to set in. In that time period, a person who became infected by say a promiscuous partner (with whom they had a serious long term relationship) may have broken up with this partner, and started another monogamous, long term relationship. If they are HIV positive, and have never been tested, their partner is at risk, especially if they do not practice safe sex.
That's why testing is so important. HIV can infect anyone, it has the potential to infect anyone that is exposed to it. It is a real threat. You can attempt to live in a bubble, but the numbers do not lie. People who are married, people who are single, straight people, gay people, black, Asian, white, are infected and continue to become infected. You do little to help them if you are trying to tell people they are not at risk.
Testing should be practiced by everyone, low and high risk.

So, which is it?
The truth is, the ONLY people at risk for AIDS are:
1) HIV-tainted blood transfusions
2) Those who engage in sexual relations with an HIV-infected partner ("protection" is NOT guaranteed)
So, the way to eliminate the ENTIRE disease almost overnight:
1) Eliminate HIV infected blood transfusions
2) Stop screwing around
