Beyond is One of L's Succesors,but he was kinda insane.
He Pretty Much tried to make an unsolvable murder case for L. One reason he might have done that was because He wanted to succed L as a villian since he couldn't as a hero. Or he wanted L to simply notice him...i can't remember...
i'm almost positive both reasons were stated in the book, but i read it so long ago
